Where were Hidden Pouches from?

The description of Hidden Pouch says:
You normally wouldn't have noticed this small pouch, but luck was on your side today.

Sorry for having difficulties understanding the description, but does it imply that those pouches are other adventurers' lost properties?

P.S. You find Hidden Pouches by using Tymora's Lucky Enchantment.

Thank you! Isn't the text "You normally wouldn't have noticed this small pouch" implies that they normally exist and you just didn't notice them?

Well, as for loots which drop from mobs, I can take them easily without any problem. And that's because it's not possible to come up with a reasonable interpretation to explain a spider drops gold, lockboxes, potions, ... etc so I simply regard that as a reward mechanism this game uses to reward players.

But the description of Hidden Pouch is kinda thought-provoking, isn't it?

No. It is a small pouch. It does not in any way suggested is from another adventure.

That is you and your session with stealing again. And you're reading too dang much into it.

all the description say is that you have an additional chance to loot something what normally doesn't drop because of "luck", but it is said in quite RP language, that's all, get over it...

Yes, thanks for all precious inputs. I was worrying about losing one more useful enchantment again. Now it looks like the enchantment is fine.

It's because the "Hidden Pouch" is dull earth tones and after being blinded by the arterial spray of the poor mob out for a stroll you "normally" wouldn't notice it on the ground in the dirt -- but through the Luck of Tymora you caught a glimpse of an "odd" looking patch of dirt and discovered it to be a small pouch filled with goodies. Probably the mobs life savings. You monster.

It is from an enchantment you're wearing that give 0.75% chance to "find hidden pouch" on mobs - the enchantment also stacks (the more you have the higher the percentage). I believe that enchantment is one of the Tymora gifts, actually.
