Well... in a Foundry I played recently, part of the story required me to follow a blood trail, which I has a little trouble with at first because it was grey streaks like in your image and therefore rather non-obvious.
I don't know if this is a Foundry bug, as such. One of the Dread Ring lairs (Dread Spire, I think) has the same non-projector blood decal, and it also appears grey instead of red.
I actually quite like the non-projector blood decals because they're a lot more muted than the projector versions (which are a fairly bright red). Still, it would be nice to have a dull red color.

I like them the dark color, I always assumed it was on purpose since dried blood looks brown. So I use the decals for old blood and the projector for fresh.

If that were the purpose, I'd be alright with that -- I seem to recall them being an actual muted red at some point in the long ago past. Brown would even have a red component to it -- as it is now it is completely grey with no red hue at all.
Since the "red flag" details are likewise completely a light grey, I have to assume somebody changed a red level to 0 in some color palette somewhere. They removed all "color" from the waterwheel assets at some point as well and we finally got those back, so - it does fit their pattern of, perhaps "over-optimization?"

Hey Eldarth yeah its really me. These have been this way since alpha. Anytime I wanted red blood I had to use the projector. The good news is that the black blood works great for other effects too. That being said, would love to see this fixed one of these days and to have another set of objects in the grey for dirt and damage effects.
