How do I rearange my hud?

It sounds like a dumb question as there is an option to rearrange the HUD, however when I select rearrange HUD it brings up the screen with all the green boxes and some instructions that don't work! It won't release my mouse so that I can move the boxes around the screen or select the hide buttons that are displayed. I have 4 characters and I've rearranged the HUD on 3 of them and then something changed and I'm not able to do it. It's very frustrating. If anyone knows what I'm doing wrong please let me know.

    It got bugged with the patch before the last one and they didn't fix it yet so you can't rearrange the hud at the moment.

    . . . .The way I have been able to get around the bug is to make sure a hotkey is set for the HUD in Gameplay options, expand the Keybinds bar. Then, from Mouse look mode (no windows open), I press Enter to activate the chat window, I then press Escape to cancel that and return to mouse look mode. I then lastly press my hotkey for Rearrange HUD and I'm able to control the mouse pointer normally.
