Why haven't the devs created a proper match making system for PvP?

I feel like the devs have become lazier after the release of the game. They haven't made any big changes in PvP.

The reason I'm complaining about this is because almost every game there is a leaver and about 90% of the time, one side wins by a landslide. There are rarely any even games.

Why haven't the devs made a gearscore limit for PvP? They have one for the Epic Dungeons, so why not PvP?
Isn't this so blatantly obvious to do? An example would be a PvP tier for people of 9-10k Gearscore. There's barely any difference in 1000 gearscore. This would be PERFECT for a PvP match. Instead, I get matched up with 16k Gearscore players while my teammates are 7k. ?!?!?!??!??!?! Seriously devs, why hasn't this been implemented?

Also, why hasn't a leave penalty been implemented? Say, if you leave X amount of times, you can't join a game for a while, or if you leave constantly leave games, you gain smaller amounts of glory and exp.

THESE ARE SUCH EASY CONCEPTS! It boggles my mind why nothing has been done to the PvP scene.

Neverwinter has some of the most frustrating PvP I've ever played in any MMORPG, and it's sad because I really like this game.

    Population isn't big enough to segment it without hour long waits or more for certain tiers unless the tiers are big enough where you might as well not have them would be my honest guess. Another reason is that people pay for the gear to smash people sometimes. You make it where they can't smash people they won't pay.

    I see your point. But then why can't they just make an option to be in an OPEN tier where Gearscore doesn't matter?

    Because gear score is a terrible way to rank people. Firstly, it's an awful system for measuring gear, as it includes feats and companions, and it doesn't include the most powerful pieces of gear you have, your weapon and armor enchants. You'd have 15k conqueror GFs with green gear and no weapon enchants in the same bracket with CWs with perfects and rank 9 enchants. That's just dumb.

    Real matchmaking systems are based on performance, not stats.

    There is not reason to do it: why would I work hard to give my characters a high GS and high level enhancements if I would only face people with high end gear as well? It would simply be better to leave my GS at 7K so I would only face low level gear (and most likely) unexperienced people.

    The problem with PvP is that most people simply don't know how to play it - they think what works for PvE is also good for PvP. For instace I've seen countless times CWs using Shard, Shield, Repel and Singularity in PvP. How do they expect to actually kill someone with those powers? They could have 15K gs, but they'd end up with 0 kills.
