As of Preview version NW.10.20131120a.8 (presumably the final Preview build before Shadowmantle goes Live), the following CW Powers are not benefitting from Armor Penetration/Resistance Ignored:
Magic Missle - extra 2 strikes on 3rd Missile
Conduit of Ice
Entangling Force
Repel - on normal (benefits on Spell Mastery)
Storm Fury
Storm Pillar - chains
Ray of Enfeeblement
Ice Knife
Shard of the Endless Avalance - "Shard Slam" in normal slots (benefits on Spell Mastery)
Scorching Burst
Fanning the Flame
Smoulder
"Many powers such as Icy Terrain, Shard of the Eternal Avalanche, and Daunting Light now properly benefit from the Armor Penetration stat."
Guess Arp is back in business.
That's a copy and paste of the original Module 2 statement when it first hit Preview. Given there were sitll Powers not benefiting on the final build on Preview and their record for documenting critical changes, I highly suspect nothing will have changed between then and release. I will be verifying it again anyway.
But, yes, given the specific corrected Powers, in the mean time the balance has probably shifted back to ArP for most CW playstyles on Live.
That's interesting. I just did a quick test of all the Spellstorm Mage Powers on my final Preview list prior to Module 2 release above, and those remaining Powers do not benefit on Live, i.e. the list is the same for Spellstorm Mage.
So, I guess they must have done a final fix to Fire mage. Does Smoulder benefit then too?
Conduit of Ice and Sudden Storm both work with ArP. Which is all rather lovely - seeing SS crit over 20k regularly is a wonderful thing.

i didnt test well out, but i saw, smoulder didnt benefit from ArPen, but benefits from -X% fire debuff from class feature.
same to mastery sudden storm arc lightnings
and poison from my wererat

So, they only difference with your list to my quick preliminary testing on Live is that I found,
- Repel on Mastery slot does benefit.
- Ray of Entanglement, as usual, still does NOT benefit.
- the "Slam" portion of Shard of the Endless Avalanche on normal slot would sometimes but not always NOT benefit. It could be when it hits multiple enemies, the first Slam does not benefit.
Rechecking Sudden Storm,
- you are right. My Sudden Storm was one-shotting these mobs too quickly for me to notice the DoT while on Mastery. So, the Sudden Storm DoT on Mastery does NOT benefit. Good catch!
I feel confident updating the list for Live now and re-reporting it. Thank you.
Hopefully someday they will get this mess all figured out.

I'm really having a difficult time trying to figure out a way to get my defensive side of my control wizard decent enough to with stand getting targeted by 15 monsters after i let off a big explosion from one of my spells, and winding up dead. I've been lately playing with more of all the control powers that immobilze, or knock back, and that seems to work to a certain extent, untill you get a mob on your butt.
I'm still in the process of finding/ affording some of the defensive companions/ armors anhancements though, so hopefully things will improve in that area in the near future.

You can't avoid the aggro, not really. This is what typically happens to me anyway:
Round up a big mob.
Stun them with Steal Time
Hurl a Shard at them
Maybe lay down a Sudden Storm
and then of course they're not dead yet, and now they are all going after the person who did this to them --> you! So you have to dodge a lot. And then the DC complains that you're always jumping out of her Astral Shield. Well duh, that's because 20 angry trolls are chasing me!
So the CW can't really do it alone, they do need good AoE melee classes like GWFs to help them out a lot to finish off the job in killing the mob.
and yes it is a bit strange that the CW is the only class that does not have any form of limited immunity. GFs have Shield, GWFs have Unstoppable, TRs have Impossible to Catch, etc., but all CW's get is this fairly pathetic shield thing. alas.
I don't think Spells should need Armor Penetration to be honest that should be for Physical damage. We should hit with our spells as magic full damage!
