New changes having issues

I have not seen this posted anywhere else so forgive me if it has been discussed.

My first issue is after respeccing my TR seems significantly underpowered despite having a much higher GS now. Did I mess up my respect or is this intended? I was way down in total damage in the skirmish.

Second I talked to Knox and got the artifact quest but it does not show in my journal? Is this normal? Thanks .

    GS doesn't determine how much damage output your TR is going to do (or any class, really). If you've switched out for different skills, or feated the ones you use differently, then it's entirely possible that you reduced your own damage. You may need to let the new build sit with you for a while to see if you need to play it differently to get your damage back up. Overall though, you probably want to go with a build that you like that plays well, over one that is designed to maximize your GS (unless you really, really need it to queue for a dungeon and have no other options to raise it).

    I never looked for a journal entry for the artifact quest, so I don't know. I completed it several times on preview.

    Did you respec into the same attribute points or differently?

    Differently. I tried the new paragon path.

    New Paragon path looks (I say looks because I haven't tried it yet) like it has more maneuverability, but less overall damage. That might be why your damage is lower.
