Before I say anything, I want to put my comments into context. I've only been playing Neverwinter for two or three weeks. I like some of the mechanics of the game, but I feel it still needs a lot of work to measure up to the game and world that it is based on. One of the great things about games like D&D is the endless possibilities. You can be, and do, anything you put your mind to.
I'm eagerly awaiting the possibility of more classes (warlock, bard, druid even), but for now I've latched onto Rogue. While there isn't much in the way of subtypes and branches within classes, the nice thing about this Rogue is that it already resembles the subtype I really wanted to play; a Shadowdancer. The Rogue has has some really neat shadowy abilities such as Deft Strike, Dazing Strike, Bloodbath, and Bait and Switch. If I could reasonably do so, I would use these abilities all the time. Which leads me to my constraints.
It's not that I don't like the other abilities. I would use pretty much every ability I've been given if I could; this is a really neat class when you put all the bits together. However, the interface (and namely the Action Bar) don't give me nearly enough room to do that. I find myself constantly sacrificing really fun, satisfying elements of my class for abilities that it would be kind of self-depreciating NOT to use (Lashing Blade, anyone?). And if my role is to be an all-out damage dealer, taking non-offensive abilities also devalues me, so even though I conceptually like Bait and Switch, I have yet to find a way to prioritize it into my limited number of ability slots; it makes more sense to bring one of the damaging abilities that hits multiple targets.
I really don't enjoy power-gaming. I don't enjoy sacrificing the fun things for the utilitarian things in a game where the point is ultimately fun. Without those neat abilities, my Rogue is just a Rogue. It doesn't have that attractive flavor that the Shadowdancer-themed moves add to the mix. I'm not saying there's anything wrong with the class at all; I just want to be able to play the entire class. Long story short, I would like to see an expanded action bar. Even two more Encounter Slots would be useful, though I still wouldn't be able to fit nearly everything. I hope other people share this sentiment.
Bad idea. Get to level 60, try some PvP. You'll realize, that even 1 more slot would kill the entire game.

. . . . . I do not wish to see any more power slots. I enjoy having minimal amount of powers to use as this give more strategy as well as makes the game much easier on my brain and fingers. The action bar limitations and set up is one of the major factors in why I love Neverwinters Action Combat. Any more and it would not only detract from that but also add to balancing issues.
For me, part of the charm is the limited slots in the action bar. It allows a greater variety of playstyles and strategic thinking.
Depending on the roles I would like to play, I can change my power to reflect that. For instance, if I want to be a stealthy rogue I would slot shadow strike, bait and switch and sneak attack. If I want to be a high DPS person, I would switch it to Lashing Blade, Wicked reminder and impact shot. Or if I want to be the add controller, I would take smoke bomb, blitz and whirlwind of blades.
I think this is quite good and it encourages different styles of playing.

what i do wish for though, is the ability to set up and save bars that can be switched easily.
how i envision it is a button on the powers screen, that opens a menu to let you preset 3 bars. when you switch, everything would go on cooldown, so its not something you could do in the middle of a pvp match to get around cooldown timers. but would let you switch between say your pvp and pve setup without having to drag and drop each different move each time you want to switch.
Limited slots forces you to actually make choices and customize your build and play style. Having access to every single skill at all times would actually lead to less variety, and would make some classes capable of soloing everything in this game easily.

It works that way for wizards and other arcane casters only. They get twice as many daily powers as everyone else and pick which ones are ready after a rest. Assassins do the same with their poisons.

Champions has this. In the character sheet there's tabs for different builds, and they not only swap out powers on the action bar, but also what you have equipped and in you item hot key slots. I wouldn't hold my breath on any changes. A core part of the design mechanics is NOT making it quick and easy to swap out powers on the fly so you have to chose carefully the powers you bring to each encounter.

I'd rather keep the current system, if there's gonna be a 10 mins wait and I can only swap one power. Dungeons often require me to change my setup inside of every 10 mins, not to say anything of how often swapping powers to match the situation is required in PvP.

What your saying backs the point that powers are already easily swapped out. I just find it annoying to have to stop what my toon is doing to swap out. I think swapping during pvp is a little risky unless you can do it literally in a single second. I'd rather spend the time capping a node, contesting a node, or at the least, being on my way to doing one or the other. But I am slow and dumb (lol) so it takes me a few seconds to swap.

Having 2 or 3 action bars that you can set up and swap whenever you want would be awesome. Just like it is when you swap powers now, the powers should go on cool-down whenever the action bars are swapped to avoid exploits.
For the OP - Even if you could slot more powers, in the end, you only use those that are most effective.
There are some permanent stealth build and guides on the forum if that's what you're going for. You practically sacrifice you're damage output for extra stealth.
