  In Gauntlgrym. You need to be in a guild that is allied with a faction to enter there.

  Should be as soon as you enter, you should see some vendors straight ahead, and up a small flight of stairs.

  Go directly across from where you entered Gauntlgrym. theres 3 npcs across from there. One of them should be it.
