  . . . . . Sounds like your firewall, network, or internet options may be blocking the page from loading. I'd double check that and make sure the launcher has access through your firewall for sure.

  Firewall is OFF
  Antivir is OFF
  Firewall in my router is OFF
  
  I can't find the problem.

  . . . . . Go into Internet Options in your Control Panel and on the last tab of the Internet Options window, click both "Restore Advanced Settings" and the "Reset" button, then power cycle your Modem and Router while rebooting your machine(s) affected. Please report back if this helped. If you do get it working, or even if not, please turn your AV and Firewalls back on as it is not safe to run your machine without them.

  . . . . . On the launcher, top right, click Options and scroll down then select None for "Gameplay proxy" or uncheck Proxy if it is checked. Close the launcher and re-launch it and see if that resolved the issue. If proxy is already set to None or Unchecked, try selecting US or EU or checking it for one of them, depending on your geographical location, then close the launcher and reload it to see if that resolved the issue.

  I can't do that since I can't even open the launcher. That message is all I get whenever I open the launcher.
