Skirmish master?

Went through a couple of maps (pirates, whispering and blacklake - didn't check the rest) and cannot see the skirmish master on any of them - is this an event only NPC or is it meant to be a permanent fixture on the maps?

    I'm not sure if they mean they added the icon to the map or just to the Skirmish master himself , if it is meant to be a map icon then yes it is still missing ,if it is just the thing above his head then its now in place (can't remember if they are always there on live), he has a pair of crossed axes above his head now as seen here - skirmishmaster_zps98baa1e2.jpg

    Yeah he's there on live, he gives you a quest to enter the Call to arms - orc raid skirmish. In Blacklake the equivalent NPC would be Hazel who gives the blacklake skirmish as a quest (can't recall any other NPC who does the same in the later areas). Just checked and they haven't re-tasked Hazel to be a "skirmish master" yet so still not sure what's up with this new designation, who gets it or what it does. I gotta check during a skirmish event and see if anything changes.

    Actually, in Black Lake, Penny the Apprentice is the designated Skirmish Master. It is an NPC who appeared a few patches ago. However, on the current preview server build, Penny is gone.

    While I can't comment on what's going on with Penny on current preview, adding her was a good call, so I hope she's intended to stay and stay at the zone entrance.

    Since Hazel gives a quest chain, and you could do quite a lot of questing before even reaching her, it was very easy to not pick up her microquest to do the skirmish until overlevelled to complete it (even if you didn't miss the skirmish altogether). Only the first two skirmishes have these microquests, afaik.
