I find it also helps to force-refresh the page (Ctrl+F5).
It is a webpage after all, and when they post updates to it, your local (cached) copy may differ and cause issues like these.

It is the same issue with the client...
Finishing a task seems to fix it... Unfortunately, that took some time and I still had 3 open slots...

Starting and then canceling one of the rare tasks works too.
The problem seems to pop up one of two ways.
Viewing tasks from both the website and ingame within a short timespan
Viewing tasks from two different zones ingame within a short timespam.

I've learned to do this as well, but recommend you pop in to Leadership to check for a task that doesn't consume resources - just in case you get stuck with it. Last night I ended up making a helm I didn't really want because I was unable to cancel. In-game button brought up a confirmation but the task didn't actually cancel, and Gateway didn't even display the cancel button. Bug report already submitted.
Incidentally, starting a rare task without cancelling it is also sufficient to force display of common tasks.
Same i lost all my available tasks but rare as well.
Change character, same thing.
Relogged. Exited completely. Tried from gateway. Did the task then cancel.
nothing works for me.
Will try to force finish a task once i have one that is not a crazy amount to rush and see if that helps. Will report back.
ok just rushed a task and got my list back for now.

Please hire a dbase specialist, test the queries on a congested network or over a realistic internet connection & resolve all the issues with this not returning valid results, only rare results or none at all & taking 15-20 minutes to time out & allow a user to re-request the data!
Waiting on this to return a valid set of results is worse than watching paint dry!!!
The key here is DO NOT TEST on the local network unless it has a very high congestion! TEST on a realistic 'end-user' internet connection!
