The fourth core rulebook in the 4th edition ruleset for the Dungeons & Dragons roleplaying game, the Player's Handbook 2, or PHB2, is meant to be used alongside the original 4th edition Player's Handbook by players for building their characters.
I mean, sure, gnomes aren't that popular and probably not a good use of resources. That's perfectly sensible. But appealing to 'core' is weird when we have drow running around on giant spiders.

I've decided i'm going to level every class to 60. I'm thinking of making the Guardian Fighter a Moon Elf(Eladrin). Inspiration for the character comes from Fflar Starbrow Melruth.
One thing you have to take into consideration: Monster Races are supposed to be rare if playable at all.
I'm sure people would pay for the ability to play a dragon but that doesn't mean it's a good idea for the IP. Seeing Driders running around Neverwinter and not being killed by the guard on sight or trying to kill the guard on sight would certainly hurt immersion for many players. It's bad enough that there are spider mounts.
What would be cool to play and what would be good for the game are often two completely separate ordeals.
Not that I have any say in the matter but the monster races should remain monster races. Driders/Myconids should only be considered if they implement an underdark city/faction.
In order to make the monster races thing happen, they would need to implement something like Skullport, where many different evil races and entities coexist.

Skullport would be good choice. Much like Everquest evil races, character/players can group together but could have seperate cities. With this in mind that some races can be neutral to both cities and some are restricted only their city.
Example: Lycanthrope are usually evil or considered evil amongst Outsiders and such. Wererats(Dead Rats) have a guild in Luskan. Downshadow(Waterdeep) host several evil outsiders, spellscarred and the like. And there is always Calimport.. Although I have no idea of the condition of the city in 1479 DR.

Luskan is a ****hole in 1480 DR so it would fit.
