    It has nothing at all to do with the actual percentage. It's based on the amount of rating you have. The percent draws from all kinds of different sources that are not effected by crit rating DR.

    I appreciate the response bud, right now I am currently sitting at 19.2% ARP(1876 ARP) wich is enough to mitigate a Rogue's Defense I am at 18% defensive resistance, I think aiming to mitigate a Rogues Defense is the most efficient of all because you are not gonna hit a GWF or GF first are you?

    2. So, after i have reached my 22 % armor pen, there is no need for more.
    3. Armor pen can not bring dmr rdc from a mob under 0. So in party play with armor pen i bring it to 0 %,and debuffs from others below 0?

    Bosses have 24% mitigation, other mobs in T1 and T2 have between 12.8% and 22%. A rare few can self-buff temporary damage reduction, but I wouldn't increase ArP over 24% just for that.

    -Encounter and Daily powers now benefit more from the Power stat.

    How will that effect the stat priority?

    i aim for 24% arpen > 50% crit (including skillful inf. / critical teamwork / campfire buff) > power > recov (i stack recov only passive (none of my rings (char and pet), necks (char and pet) or belt (lethal berserker) got recov on it or slotted - i get around 1379 recov (2393 with swash bonus))

    The value of power will have to be reevaluated. The flat benefit of power didn't change, but the benefit from power to encounters has. If anything it should make a scoundrel dps build a bit more desirable.
