I believe it's currently Manshoon (or clone of him anyhow... well, a clone turned into a vampire... also known as Orbakh... lol). Kind of a twisted path there.
First it was Manshoon (the real one?) who was then overthrown by Fzoul Chembryl. Then it turns out there are clones of Manshoon, one of which took back control according to 4th edition.
Being a clone of a powerful wizard and then being turned into a vampire on top of that has its perks I guess.
Actually as stated in the previous post, the new leader according to 4th edition is Manshoon (again!?!), but it does state that this person is a clone of the original.

So depending on which way Cryptic is spinning it, it's either Fzoul Chembryl, or Manshoon.
Since Neverwinter would seem to be following the 4e timeline, I'm going with Manshoon's vampiric clone.
