The answer is:
Manshoon, or more accurately, Orbakh, the last surviving Manshoon clone.
The reason why:
The original Manshoon was killed in 1370 DR by Fzoul Chembryl and Lord Orgauth, a 15 year Zhentarim veteran soldier. Manshoon had, in advance, created a dozen or more clones with a Stasis clone spell. Upon Manshoon's death, these clones began to activate.
In 1383 DR, Fzoul Chembryl was slain fighting the Shadowvar when the Netherese destroyed Zhentil Keep and the Citadel of the Raven. Fzoul was risen to Exarch of Bane, essentially the position of a demi-god. Judging by in-game events, sufferers of the Spellplague have already been sent to Helm's Hold, which happened in 1478 DR. This means the most likely time-period in Neverwinter is currently in the area of 1479 DR.
After the death of Fzoul, Orbakh, now a powerful vampire and the Night King, leader of the Night Masks, returned to Stormwatch and rebuilt the Zhentarim. Since most of the Zhentarim had died, Orbakh (now assuming his original name of Manshoon), supplemented his troops with undead. Manshoon lacked the resources to rebuild the Zhentarim to its former power, and as a result the new Zhentarim is nothing more than a mercenary company.
