I think there's a lot of people wanting to get their hands on the Foundry and creating their own adventures for the community. There may well be a plethora of very good content in addition to the "official campaign" produced by the developers, particularly after the game has matured for a few months.
If this is the case, and the game is a lot of fun, then I can see myself wanting to play through all the content. However, if there is a lot, then it's possible to out-level all the interesting content in the game.
I think it would be a good option to turn off XP gains so that I can stay at a particular level and work through at-level quests before moving on.

Normally I would disagree, however, NW being a PvE-centric game, I can expect that whatever PvP they release later would be pushed to high-end levels, so I don't see this change negatively affecting that.
Of course, you know the problems that this "option" causes if the game will have any form of low-tier pvp, in that case, the exp turn-off should be available only in PvE environment.
Edit: keep in mind that there are also alternative solutions to this sytem, like a mentoring system, for example.

If leveling is based on visits to trainers or class guild representatives, not levelling might be as simple as not visiting those level-granter NPC's. DDO uses such a system, and not leveling to experience content, or wait for friends to reach level, is as simple as not visiting the trainer.
If leveling is based solely on xp acquired, with additional skills granted by training in some manner, there would be no way to stop a level from occurring. Asheron's Call used, and might still use, the latter method. Once sufficient xp was acquired the character's level raised. Additional skills and benefits came automagically in the form of skill points, spells available at level, and so on.
Will be interesting to see how Neverwinter manages the leveling system.

When you level, you are the one to assign ability points (STR, DEX etc.) and take up abilities. There is nothing that happens with auto-levelling - your Defence, attack and ability points are the same. So unless you select something, you won't be able to level up in any D&D game.
However, you need not go to trainer. Leveling can be as simple as opening up your character box and clicking on numbers to level up.

if STO and CO are any indication, you auto level when you hit the experience threshold, and it is not deactivatable (but skill bonuses mean you can earn more xp for a limited time however.)
RIFT also currently has level locking (disable xp), but that is going away soon. It is going to be replaced with mentoring where you can lower your level from cap down to 10. I like that system better. It's a way you can enjoy the content at any level you want.

Wouldn't it make more sense to just play the O.C. and wait for the community content to build up then just roll a new toon? Or if the creator allowed for it, take your toon in at level but take the plus and minuses.
I remember those quests from the Vault when you did this the Author stripped you of all you hard earned gear sometimes, I hated that.

Battle of the Immortals and I believe War of the Immortals as well, also have this feature, in that you have to manualy click to level up, otherwise you'll remain on the same level for as long as you want, and in the meantime you can store up to an extra level worth of exp for when you do chose to level up.
Though, I'd suggest you don't try them. They are bad. Really bad...

i to fell like the leveling is happen to fast i almost out leveled the maximum level cap for the clock tower dungeon before i had don all the quests and i remember the fort beta weakend ware i alredy had ackses to a dungen one or two full regions past wear my quest progression had broth me...
so it wold be good to have lover xp gain, xp blocker or manually level op as in the preweuse neverwinter nights gams so you dont out level evrything before you have reached the region like two regions ago witch obvious make the game to easy which then again make the game a lot more boring when my cleric can one shot evry small enemy before tey even had the oportunety to ever be a tret to me which is unfotunet an having to wate a weak fore my frend to retch my level (so we can enjoy the game together wittout wory about out leveling dungeons and not having a to easy time doing it ether) is not that fun ether...

What about providing ways to 'spend' experience points? Something like giving them to companions, maybe? Not sure if I'd truly want it as an additional type of currency, but if handled right might serve as a way to slow down the leveling a bit.

Really WoW installed that long ago its like 10gold to disable and 10g to turn back on. Did it hundreds of times with many characters as I lvled them to enjoy each class and content. Its a must for any MMO for it to be a rich experience.
Right now my 19lvl twink is trying hard not to lvl and I can't invoke or do professions really cause I don't want to lvl out of that bracket.

That's an excellent solution! I hadn't thought of that, but that would solve the XP problem nicely.
If this was implemented, then the only thing I'd ask for is remote access to trainers (like Rhix or the AH) so that people aren't forced to return to Protector's Enclave just to increase their level (I try to avoid PE as much as possible because of lag and game crashes).
I'm not sure if it'd be such a good thing for PvP, but for PvE it'd be a godsend! Great idea!

Anyone who wants to twink because they love doing so can, but this prevents those who would just take advantage of this to ROFLstomp new players.
Everquest II is the only one I can think of that has such a feature -- and I have played more MMOs than I can recall.
The City of Heroes/Villains games also had a 'Turn off XP Gain' feature. Was great if you had out-levelled a friend and wanted to still play while waiting for them to catch up, or to make sure you could experience all the content for a particular level (dungeons and skirmishes come to mind for NW). It also gave you a portion of the XP you would have gained as currency, so you could make sure you had the best gear for any particular level.

It would be nice if at the very least you could turn off invoke XP. Since you need to do that everyday if you want your coins.

in DDO you can still gain xp but not level up for 2 levels about your own... after that you dont get anymore xp.
