The eagles don't interfere in the events of Middle Earth and they're not immune to the lure of the ring. Besides, the Nazgul would've dunked them hardcore the second they made a move into Mordor airspace.

Except when they protected the city of Gondolin. Or when they rescued Maehdros. Or when they rescued Thorin's company from the wargs. And then there was the Battle of the Five Armies. And when they were acting as spies for Elrond and Radagast. And then there was the Battle of Morannon. Then there was the time when they saved Gandalf from the tower... and his resurrection.
In fact, you'll be hard pressed to find any important event in all of Tolkien's works where the Eagles AREN'T a participant. Usually taking the part of a vital role in the success of Middle Earth's salvation. So where exactly you got this idea from is beyond me.

Let's put aside the fact that every encounter noted between an Eagle and a Nazgul ended in the Eagle's favor... the Nazgul didn't get airborne until after Eowyn sent them packing down the river (drowning their horses). Ergo as soon as Gandalf knew that Frodo was in possession of the "one ring" he could have sent for an Eagle, or had one parked in waiting, and flew Frodo straight to Mordor and dropped it in before the Nazgul ever left the Shire's borders.
The Eagles are Tolkien's biggest plot hole. There is no defense. Not even Tolkien could come up with a good excuse. When asked about the plot hole he basically said, "Where's the fun in that?"
Nerf the eagle Tolken lol. No wait there has to be a way around it. *does calculations* Boost fireball to x5 instead of x3. Wait that would basicly be nerfing. Hmm.... *Does calculations again* GOT IT! *Uses ice storm* Eureka! Eagle dead!
