Close out the game. Then load the launcher and click Options then check mark Force Verify. This will have the game re-scan its assets for any inconsistencies and errors. Then log back in and check to see if that resolved it.
If that doesn't fix it, then try logging back out closing the game and then on the launcher options, check mark "Disable On-Demand Patching." Then let the launcher patch the full game client. Note, if you do this latter, you will download the entire game client and not just what the game thinks you need to run a particular zone.
Please report back if either method fixes it or not.
Another thing to try is to switch between the DirectX choices you may have, if you have multiple (which is in Advanced Video Options, Troubleshooting).

Abaddonxk, I apologize if I missed something and you are already aware of this, but the options that Zebular is talking about is listed at the top of the log in screen before you log in. Top right corner.
My screen looks exactly like the OP's screen shots. I have never paid attention to the lower left corner to see an error message though. I will check the next time I log in. I should add that I don't have the race options unlocked for me in Character Creation. I can change the features of whatever race it gives me, but am unable to select the race itself.
I must admit I left the comp last night and fell asleep watching the Hobbit while working on this. I have started over, will update the results
*UPDATE* I have tried everything above that I can locate and try. I also must confess that I have no clue about my video card I am running on a Dell laptop *gasp* and of course have integrated video and what-not. I shall continue to play the game to the best of my ability, but looks like my video just isn't up to the challenge completely. (I am guessing that is to be expected from a chipset made in 2006)

this is what you have to do step by step(do it in the order i say and it should work it did for me)
1.check mark "Disable On-Demand Patching" on launcher options.
2. uptdate your video card drivers
3. go to ingame video options-troubleshooting and dirvers choose the beta one
It should work now.
Step 3 worked with me!
But there's some lag going on the game now...maybe there's to much people?

Where is this option? I cant find it... What graphics card are you using?
Many people don't have that option available. It's supposed to be under the Troubleshooting section of the Video tab, and it can supposedly fix this problem, but...
Nowhere to be found.

I am also having this issue and have taken various screenshots showcasing the issue:
I assume there is supposed to be a map here?
Notice lack of any indication of health, stamina and experience... making playing pretty difficult.
I'm thinking maybe a good compromise would be to add a troubleshooting option to disable the high graphic interface to display one that doesn't need to rely on pixel shading... or at the very least allow us to display some numbers in the place of missing health/xp/stamina. :P
i am having the exact same problem, and i see no fixes anywhere

my video card is an ati firegl v3400 game runs smoothly with it, but i have no health bar, or exp bar.

I wish a dev would post to let us know if they are working on it or not... This game is so fun, but its so hard to play without a basic functioning hud.

I just hope that they decide to fix it. It does seem to be an issue with older graphics cards in the ATI Radeon line. Here's hoping!
Last beta weekend there were a couple topics about this issue, they said they were looking into it then, an update would be nice to help alleviate people's concerns.

I had the problem for both betas in March. I tried to submit issues for the problem both time in game, but they dont seem recorded. I did not have the problem in the Feb beta, so not sure what changed

Partly fixed after downloading 3GB patch but still i have problems with animation fire camp cleric spells control wizzard spells and many other animations. All models are fixed for me.
