Okay, I pre-ordered Torchlight II months ago, partially because I like the Torchlight series and partially because I wanted to get into the Neverwinter beta.
I have read some people saying they already got their keys for pre-ordering Torchlight II, but when I sent in a customer support ticket a few months ago I was told that I would get it when the beta started. Then I read the following from
this thread:
Torchlight 2 PWE Pre-order has ended. The CBT Keys for this promotion have already been sent. If you did not get your key, you may have ordered through Steam (see next bullet listing) but if you did order it through the PWE Official Web Site and did not get your key, please file a support ticket with Billing (a link is uptop every web-page in this site).

Ok, I am one of those who also ordered TL2 for the game and key, and now have both, with the key registered for CB. It was a bit confuseing at first, because they did not say you had to go to your "My Accuont" at top of this web page and then the "go to my wallet" option to even DL the game. Kept waiting for an e-mail to tell my how and where to DL the game. Finaly found a thred in the Runic forums on what to do. So I am presumeing you have the game DL'd already and are playing it. As to the beta key, I too never got any email about it, so had to make that email ticket to support. Got a response in a very short time, and an email with the code not long thereafter. So all I can say is just try the support ticket process and hang in there. Also, leaving a "paper trail" by way of emails, and keeping copies of all you send and recieve can be very usefull if problems arise. One possibility, is that is has been quite a while since TL2 has gone live and the promotion has ended, so lets hope support for it has not been ended as well.
I emailed PWE support and they said I would get it later. Should I email them again?

So you haven't even gotten your Torchlight 2 key then? I have a similar email to the one you posted but that was sent to me immediately after purchase. I didn't get my email with the codes until T2 was released on 9/20. Check your spam folders for anything on 9/20, mine was sent from email@email.perfectworld.com - if you are positive you don't have this second email on this date, do re-open or update your ticket or file a new one as soon as possible.
