Arc Client upgrade fails

When attempting to upgrade to the new interface the ARC client, or to repair the ARC client, an error message is displayed:

    You can run Neverwinter just fine without the ARC client.

    Try running Arc app in admin mode.

    I had this issue. Tried multiple times to repair when that option popped up. I ended up logging out, then going into the arc folder and used the repair there. After that it started working.

    After two days of failing the client upgrade succeeded on its own at startup.
