Eclipse lion - combat power

I don't know if that is just a visual bug or not... I took that combat power to use it in randoms, used it and i didn't see it in icons. So i tried to use it in a solo game. And i got magnitude dmg against the boss but i still didn't see icon (apply effect) on the boss.
