Divine Shelter Not Creating Shield

This has randomly happened to my oathkeeper paladin twice in Tiamat and also during a Well of Dragons dragon run today. Casting Divine Shelter will not shield allies, not even a little shield. It uses divinity, but does nothing. I have to spam the power 3 times for it to work. Also sidenote - ranger's Stag Heart doesn't shield allies in zone, only in group. Is this working as intended? The tool tip doesn't specify only group allies.

    Did you read all of your feats? Read 4th feat again

    Ah yes that must be it. I just switched to Convalescence, still getting used to it.
