There's no winning on my side on this debate so I'll just come clean about it. The "Legacy" people will probably hate if I speak about it and staying quiet about it just warrants more hate towards me. Forcing the "Free Retraining" on every loadout in the game will get rid of "Legacy" characters. (Characters with M15 feats.) It would be a minor inconvenience for the community if we all get respec'd, but I'm pretty sure we can all live with it.
This is all that I've gathered from "Legacy's" in the time playing them. The conditions to have a "Legacy" character is to have had at least 2 spec'd loadouts on your character prior to Mod16 when we had the whole magnitude update. You needed to have not swapped to the 2nd mod15 loadout until we had the percentages added to our stats which happened early 2021. Swapping to the other loadout after the percentage update would have a paragon already selected based on what you had back then and translated into the new system like Divine Oracle>Arbiter or Swordmaster>Dreadnaught etc. . .. Apart from this you can see all of the feats you had back then by: going to your boon page>Increment 1 Boon>Decrement Boon. An error page will show up showing everything you have from M15. Apart from this you can also swap between paragon paths on a "Legacy" by: copying the broken loadout onto the regular one>Use "Free Retraining" on the powers page>swap to the copied broken loadout>copy the copy onto the respec'd loadout>spend 60k to retrain powers and select a paragon and they will have a m15 loadout of their choice.

ANd i will take occasion and just remind that, on double scorch feat in sw, soul puppet summoning is broken with hadar grasp, and you cant maintan stacks of soun investure.
