Losing Movement Speed-Intended?

We are finally getting some of our movement speed back, but now we are going to be losing speed again because we cannot use 7x Azures in utility slots. Is this intended? If not, can we consider ways to give us movement speed. Maybe the guild movement speed boon can be increased or the armored strider's original speed can be added back? Anything to make up for the 30% movement speed that we will lose if enchant changes go live in their current state.
