Mission Tracker in River District DESTROYS my framerate

I've had below-average fps (~40fps. Above 100 during cut-scenes) for a long time on a decent build (listed below), but it is absolutely abysmal (~10fps) in River District at all low graphical and cpu settings. I wasn't able to figure out why until now. It turns out, the Mission Tracker is to blame. Once I turned it off, my fps skyrocketed to 60fps. Should definitely look at this.
