Does this occur with all enemies or just some? Have you tested it on a dummy? Thanks!

This bug has been reported many times in the past (Hindering shot/strike). It can be any kind of enemy. When it does not work, nothing gets damage but the timer begins.
Is the same with the melee version, it doesnt work always. Here is another old post https://www.arcgames.com/en/forums/neverwinter/#/discussion/comment/13165406 the other aoe attack (Steel Breeze) seems to work properly but the magnitude is very low compared with hindering strike. Maybe an option, if you cannot solve this very long time issue, is to raise the magnitude of steel breeze to the level of hindering strike.
