Completed new requirements and still cant trade or use AH (PS4)

I completed 5 of the needed chains (all but Helms Hold) and still can't trade or use the AH.
I created a ticket, but customer service told me I should post here -- which does not inspire confidence.

This is such a frustrating and terribly sloppy implementation.
There is no in-game way to know how to "complete the tutorial".

Punishing new players because you can't control gold farmers really isn't the right way to do this.

You are not the first person to mention this issue so it is safe to say it is actually a bug that can impact many new players, if not all of them. Hopefully it is fixed soon and you can start chatting and trading.

I know on PC you have to complete 'The Cloak Tower' and 'Cragmire Crypts' dungeons as well as all the quest chains for the system to recognize that you've competed all 5 questlines. Hopefully this helps in the meantime.

What? "hopefully include a fix"? Are publicly/officially saying that there is a possibility that ALL NEW PLAYERS might not be able to use the AH? Do you know how impactful this is to the new player base or people with new toons?
