Please add some idle timer to avernus to get afkers out immediately and back to protectors enclave .
I understand people are gonna stand to the side of insurgencies or step away here and there, that's fine, but, there's so many people just sitting by the portal or trees the whole damn time .

You want the "leechers", and let's be real, if they aren't participating they aren't getting anything. A lot of them probably have their daily 20% and are waiting to see if a boss is going to spawn.
You want them to be removed and sent to PE? How about the people in PE that are AFKing? Where would you like them to be sent? And the other zones where people may be idle?
A lot of ppl are there clearing the mobs to get the boss to spawn. If everyone goes AFK . . . . .
If those people are actually idle the game will kick them after 15 minutes. ...and not too long ago people were demanding that anyone that has gotten their 20% for the day to GTFO. No one has the right to tell others what to do or how to play. If you have a problem with someone in game report their behavior and let it go. The stress isn't healthy for you.
Have you even though that this your suggestions is total nonsense.
Lets say devs implement some sort of system which measure players activities, and lets say they kick player out of that area if they are AFK for 5 or whatver time.
What these players will do is simply make few steps every few moments or simply run arround. So system will register them that they are no AFK and they will not be removed.
As greywind suggested, report player and forget.

I done insurgencies where I and two others players done all fighting thing while 10 players standing in safe distance. And it don't bother me at all. Heck I even holded small party, where I done all killing while rest of my party where told to stay out of fight.
Now for all not so smart players.. This Awakened Forger's Box is currently best buff utility which you can stlot in try/consume bar.
So obviously all want to get them, regardless which IL you have. And this part most complainers forget. Not all players are end game level. Not all have maxed their chracters, not all can go in fight so easily. So they picked safest way to get road for upgrading Forger's Box, they simply stay away from fight untill right moment..
And to be fair, the same thing happening in all other mmorpg games.
Now other thing, if you realy don't want other players or as you call them leechers. Simply form group of players, get least populated instance and farm there. I know dozen guilds/alliances who do that..

This is no longer the case....most people actively doing insurgencies probably have the battle-worn rod by now and are just farming for juma bags. The problem is that the system basically encourages them to go AFK.....maybe hit one monster once for their participation to count.
This is a bit like the crowd that hangs out at the fireplace in the whispering caverns. Leechers not bothering to escort the merchant, but just get one reward drop whenever someone else does the work.
Still, there is a difference...with the merchant, it hardly makes any difference how many people escort him.... a single DPS can do it easily, so as long as enough players have the quest to start the merchant, nobody loses anything.
Not so with the "leechers" in insurgencies.....the insurgency will take much longer, and that means less reward. My advice - just team up with a number of "actual" players, and switch to a low-population instance and farm away...leave the leechers behind.
We ended up changing instance, as it was just our group and two or three AFK'ers leaching off us.
But, there have been times when I have been multi tasking while running insurgencies, so I have sat my ranged cleric in the middle, and spammed my DPS at-will, and thrown out the occasional heal. I don't do it often, and only if I'm running with a group of friends, and they know what's going on. If I need to ACTUALLY go AFK. I try to go back to the keep. But... being a parent means that sometimes I have to just walk away. Real life. you know....
