Resonance farms broken?

I'm in every zone in Undermountain today, and none have active Runic Corruption instances. We have someone in our alliance who can't progress on the questline because there are no resonance farms running, anywhere.

Please tell me this is a bug?

    I've also experienced this. Changed instances in an area and changed areas and no runics in any of them. I checked the mini map and there were no indicators then I ran to each area where they spawn and there were no runic corruptions active. I waited a few minutes per area (Wyllowwood, Twisted Caverns, etc.) then gave up.
