They are able to bind all coals, and if they do that they probably will bind all pwards too. But I think it is highly unlikely they will do that, it will mean a very fundamental change in game.
Supply of coals and pwards is one of the most critical supply chains in the game, and if they bind those it basically will force everyone over to Zen to buy them. That would be a very different game from what we see today.
I don't understand this thread at all. VIP only gets one single coal ward at the discounted price. After the first purchase, it costs the same amount as it does for everyone else. What does it matter either way if it gets bound down the road or not, you ain't getting rich with one coal ward?

Because a player may have plenty of preservation wards to use, but only a limited number of coalescent wards and wants to save the coal wards for something that may be considered more important... just a guess.

I bought one. It will stay in my bank probably until the end of june (after Jubilee). It's a nice thing to keep as a future reward when, as a player/guildmaster, you are organizing/sponsoring some internal events for your guild/ally. And also because, you know, preparing a gift quite in advance is an option : not everyone is waiting the 24th december to buy Christmas Gifts for his kids :P.
