Encounter powers not working

when i use encounter on wizard they don't work ,everytime i hit encounter powers go into cooldown without working , this is since last mod and now even more ,this is a known issue among the players, there is the sound and the animation of the encounter when used but no proc/no damage ,instead goes to cooldown again

    Does this happen with all encounter powers for wizard?

    Steal Time does this if you have used ot recently. Shows no cooldown until you try and activate it, then an error pops up that it is in cooldown and the counter reappears. For some reason, if you use Icy Terrain immediately before Steal Time, the latter does not bug.

    I don't know of any other encounter doing this but it has been ongoing since mod 16.

    i find this is something with ray of enfeblement on tab i use it then it gets stuck. i sometimes still see the green laser and i cant atk at all till i press shift.

    for me happens a lot ,especially when i use Arcane Empowerment daily , even i tried waiting for 1 sec or 2 after the cooldown are done but still sometimes it goes back to cooldown without damaging the target
