Unable to Complete Nobleman Extraction

Hello - I was directed by Neverwinter technical support to post this here.
When I get to the end of Nobleman Extraction, I've killed all of the Zhentarim enemies at the beach, but the Nobleman's name is greyed out and I'm unable to interact with him. The quest status reads "Rescue the Neverwinter Noble." The game seems to believe that there's somebody I still need to kill, but nobody is around. I've canceled and re-run the quest twice with the same results. I'd just give up and move on, but Acquisitions Inc Acorns are kind of hard to come by and I hate to miss out on a hefty chunk of them every week. I'm concerned that if something isn't cleared or reset for me, I'll never be able to complete the quest again.
Repro Steps:
1) Log in as my main character, Blaze (I haven't tested on any other characters)
2) Accept the Nobleman Extraction quest from Acquisitions Incorporated HQ. The quest has been successfully completed many times before, but not in several weeks.
3) Travel to the River District (I used the VIP signpost)
4) Talk to the Harper Agent, then interact with the boat to travel to the Nobleman Extraction zone.
5) Gather all of the intelligence in the zone, kill all of the monsters, interact with the Noble
6) End up on the beach. Kill the Zhentarim who appear there.
7) Unable to progress further - the noble's name is greyed out and he cannot be interacted with. Leaving the zone using the boat resets the entire instance and you have to start over. The game behaves as if there are still more Zhents to kill, however a thorough search of the area produced none. I replayed two more times - re-running the entire zone from the beginning, with all NPCs, quest items and enemies reset, with the same result.
Observed Result:
I'm unable to complete the quest and receive credit for finishing the Nobleman Extraction zone.
Expected Result:
I should have been able to interact with the Noble, complete the quest, receive credit, and exit the zone back to Protector's Enclave.

I then went back to my main and abandoned and re-accepted the quest. This time through, I killed the crabs and undead in the lagoon before you enter the cave, which I previously had just zoomed past on my mount. Same result.
One thing I noted is that when you first exit onto the beach to fight the final handful of enemies, there's supposed to be a cutscene. My main character - the one who cannot complete this quest - never gets that cutscene. it goes straight to the enemies charging at him. My alternate character - who was able to complete the quest - got the cutscene.

I had done both Renaer's rescue and the Nobleman extraction earlier today on my rogue and both quests worked fine.
One possible explanation: I had just finished doing the campaign task for Renaer's Salvation before I did the Nobleman extraction quest.
I also tried to "Defeat Me" twice, but nothing changed. I got on the boat, accepting that I had unfinished progress on the map. It returned me to the uppermost level of Protector's Enclave! All the other times I have done this quest, it returns me to Protector's Enclave either at or in Acquisitions, Inc. (Sorry, I cannot remember whether I am usually outside the door or inside).
When you go through the final door (to the outside) move forward just enough to trigger the appearance of the enemies then wait and watch.
You'll notice the mob changes appearance slightly (a couple of seconds after appearing) - after that change you can engage. If you engage before that it will bug on you.
