Was just about to post the same bug. I had 2 applications and I accepted the first one even though I didn't want him. And now stuck still with the second one, as both application Decline options were greyed out and says its not an option.
Okay, not "all", upon further review. Apparently it's only greyed out when the number of applicants remaining is =< the number of available slots. You're forcing me to accept artisans I don't like, to fill up my slots, and then dismiss them. This is going to make waiting for better artisans painful, but I guess it's not really a bug.

Back to calling it a bug. I just had an application I couldn't decline despite having 0 open slots.

Yeah I've got this too. Says I can't decline the application. After accepting the first today, it was the same for the 2nd. Definitely bug
Certainly a bug. Seems the only way to decline is as has been said, make sure you have an open slot, accept and then dismiss that artisan. Real pain. Odd thing is sometimes it is possible to decline an applicant. Had 4 applicants and could decline the first 2, then was stuck.
Yeah, same bug. Declined the first two artisans (adventurers) and then stuck with the next one (Jeweler). My guess is it's tied to the fix that was introduced to prevent those useless artisans from applying using fake credentials.

same, they fix one thing, then broke it again on other contents. devs wont admit there is similar code might be shared with other, they need serious overhaul.
Same bug here, it started when the summer fest began and after I accepted the event artisan. My artisan count is 21/21 instead of 20/20 I usually have, I guess they add a +1 to the maximum for the event. My assumption is that this bug is somehow related to that, an Off-by-One error in some check.
In response to the theory stated above that the problem is related to the Summer Festival addition of +1 to the Workshop max Artisan count, I logged in to one of my level 26 alts that were given a Summer Festival skill but no Artisan. Visiting the desk, it shows that I have a maximum of 14 Artisans of which I have 14. There were 5 Applicants in the queue.
I was able to view and dismiss the first 4 Applicants - functioning as 'normal'. When I got to the fifth and final Artisan the Decline button was grayed out as reported by the others.
I would note that (somewhat due to the annoyance of the re-applying of declined applicants) I have not been even bothering to 'look' at who applied to my workshop, at least the level 2 ones. When I get more slots in level 3/4 I spend more time and work out 'who' I really want. .... that being said, I would guess that the 5th artisan in this character's queue was probably added after the patch that 'fixed' the re-applying. My guess is the applicants now have a flag set that is checked by the program so they are not used again in the same session/day.
But, to the point, the Summer Festival adjustment to capacity does not appear to be influencing the resulting bug.
