Tenebrous enchantment not functioning.

Issue:
Tenebrous enchantments do not proc at all.
Repro steps:
1) Log in to a character
2) Equip a gear piece with at least 1 tenebrous enchantment.
3) Go to an area with monsters.
4) Attack monsters.
5) Watch for tenebrous procs.
Observed Result:
Tenebrous does not proc.

Expected Result:
Tenebrous should be proccing.
Note:
In addition to the enchantments not working, the tooltip also reflects this. In the past the proc rate, and damage would be shown on the tooltip, now the fields are empty, as seen in the below image:
