Should be easy to report the 2-3 accounts then. And with the scaling making the RLQ content challenging, the guy running the bots is probably a BiS toon who can carry the group. Report that guy also.
idk rlq was a cake walk for me at level 80. 1 and 2 shoting bosses using at wills..... so yeah seems it would be fairly easy to bot to be honest...and bots will always be in these games people will always try to sell stuff for real world cash in mmo's just the way of things no matter how many times they get banned they come back and with how easy it is/or at least was to level to max in neverwinter getting banned is not that big of a deterrent.

Reporting a player for botting should be easy, like reporting them for spam, but it isn't. You have to dump their toon@handle to the log and submit at ticket for their @handle, all by retyping those pieces of information.

Bots do RLQ because: 1) It gives AD. 2) It's actually doable without a full party, so half a party + some bots are more than enough to finish it.
Personally, I'd take the AD away and replace it with RP and/or more exp and more seals of the adventurer. As for the difficulty... yeah, no real solution to that without making the experience just more frustrating for everyone involved.
As for the "ban them" approach, it just doesn't work (they keep coming back), it's just like the "war on drugs": a colossal failure that might make someone feel on a superior moral ground, but doesn't adress the problem at all.
