The whole item level idea is becoming a fiasco. To a new player companion gear stops around IL=405 or 420. Since rings go higher(500) a 3 ring companion is now the best if your trying to be able to play new content faster. Just trying to reach the item level to play the new dungeon to be able to be able to restore or lvl the relic weapon becomes impossible. AND IF IT SEEMS IMPOSSIBLE THEY WILL QUIT!!...and the economy of the game begins to decline.
I came into the game on storm kings expansion. Couldn't do river distict, so continued to grind storm kings got my relic restored to green...then Chult comes out and a relic set you can build does more base damage. More base damage means all my skills do more damage so I wasted all that time. Now ravenloft comes out and you did it again. There are cool sun weapons I will never probably get, and I won't really need too get them because in 1-2 expansions the item level will go to 600+ and new base relic weapons will come out.
See where I'm heading and your heading? I am only at IL=12,900 so I'm close but if I fore go the good IL=480 equipment that helps to keep me alive I probably will die trying to do the castle dungeon.

I'm watching utube videos of parties with players with 17k+ item level doing ravenloft castle and still needing many resurrection scrolls to finish, and they are getting junk drops. Their artifacts are all mythic, and they legendary equipment with maxed out enchantments...adn they still need mulitple resurrection scolls? If a new player or even a newer casual player sees that then they think the game is
"IMPOSSIBLE" for them.
In one video alone the GWF has power of over 200,000....are you serious? If the new person watches that video and has a GWF they probably think that dungeon is impossible.
In another I saw the person open their inventory and counted over 20 mythic items, and over 30 legendary items NOT currently equipped on their character. When the person in the video has 18,000+ item level and all this and still needs resurrection scrolls to survive what luck does the new player have even if they reach the 13,000 to try it?
Your landfill/item level game expansion is now destroying the game people love. It has made certain builds and certain classes useless. Dungeon runs are being done with just a few classes and with specific builds.
SERIOUSLY!! To a new player that does not look like fun. Elites are posting utube videos showing how hard your game is and its helping to destroy your player base which then destroys the games economy, and eventually you will loose your job too.

CR is end game stuff. It should be very hard, if not impossible for newer players. Otherwise there would be no challenge for the best players. Many older players can't even get into end-game runs until a mod or two later. But there is still lots of other content for newer players to run.
The min IL for most of the dungeons are to low, imo. While there might be the exceptional min IL premade doing CR in a reasonable time, a min IL RQ group is destined to fail.
I don't pay much attention to IL because it is misleading. I often choose the gear that has lower IL but better stat.
Higher IL does not mean you have a better character. e.g. one of my toon still keeps a 450 gear and salvaged a 520. If the elite can blow away the latest content easily, where is the challenge?
All these challenges had been overcome so far. This will not be different.

Why is challenge seen as the most important thing - FUN should be the most important thing.
My pet hate in MMOs is devs who realise that they can't beat the players with normal challenges so they make things that go against what the game has been for years.
I mained GF/GWF because I hate being stunned, if I didn't mind I'd play squishier DPS. Then they introduce the control effects that go thru all resists (I hate them because sometimes the effects happen without the appropriate circle to dodge or it doesn't appear till after the effect and is still there several seconds after it's gone off, or in the case of gazes I'm hit 2 or 3 seconds after I turned away). The Cradle push/pull (if I wanted to play a platform game I'd play one, I hate them so really don't need them in this).
It's so much fun to fight a group of lions in chult and get stun thru mez break, knockdown, knockdown, stun, knockdown, knockdown stun knockdown dead without ever getting to activate a second power.
I mastercraft, got hit by the bugs that stopped me completing the process and now find it was made mainly obsolete way way too fast.
My previous MMO was not a difficult game, but it was tremendous fun. People goofed off, there was a system for upping the difficulty with extra rewards if you wanted a challenge. Partially because of this there was no question of IL, and almost any party composition could do 90%+ of the content so that was another way of making it more difficult if you wanted to.
I don't do stuff that I don't consider fun. Hence, I don't do RQ, skip SKT gears, skip Mastercraft.
Different people looks for different thing for fun. I guess there is no one game to fit all.
If there is a part that has no fun, skip it.
Mind you that I goof off a lot in this game.
I play 6 class in this game (all are my main) and I personally don't have problem with lion playing them. I don't know if that helps: Get behind the lion.
I had (before they messed around the PvP boons) a 13K+ of every class, with my best around 15.5.
That was another fiasco, no refunds for those PvE guilds that knocked down a high rank support building to build the PvP building so our people could get the IL to get invited to parties. Again the welcome change to the barracks but no trumpeting so a load of people bought SH packs in the sale to get now useless conqueror shards for future barracks upgrades.
It looks like your characters already have higher IL than mine.
I think what they should be doing is tossing the lower Il people who either can't figure out how to raise il or are happy where they are at with some more cn/fbi level versions of newer dungeons with good but not equal to rewards from the current t3s. it's also good because there needs to be some way to learn the mechanics. doing it on the actual t3's is punishing and unrewarding and that's why the massive scroll burn. CODG used to be a massive scroll burn but now in a good group it's quite possible to make it thru without a single scroll. the scroll burn bites but that's not the bad part. learning the push pull with no campfire was a huge waste of time. die and wait 20 more minutes. its hard to perfect timing when it's so drawn out. most of the last few releases have had some kind of mechanic that is hard to learn and very punishing. they did it right with the underdark. I wish they'd repeat that.
Also, I think I either misread the set bonus on the Primal weapons in-game or the wiki does not match the in-game description. I'll probably be switching my warlock and ranger over to these weapons in the near future, based on the set bonus description on the wiki. I'll try to convince my wife, but she may not care enough as she's rather casual. (Not that that matters to anyone reading this. So I suppose I'm oversharing. Oh well.)
Of course, you would only switch if primal gear gives you an edge.
The main purpose of the Vistani weapons is to give new characters and those gone for a long time a nice, strong, current-tier set to use for a few hours while they farm up the Primal set. Because the Primal set is same base damage, same stats, infinitely better set bonus, and can be upgraded to Exalted Primal, meaning it's the same or better than Vistani in every way, and it's really easy to farm up, especially if you've just gone from levelling weapons to Vistani weapons
but the lower il dungeons provide nothing at all other than salvage.
there is no clear progression from running dungeons and levelling up your toon any more. there is no relevant gear to be found.
I think adding drops of r10 enchants and maybe superior and ultimate marks of potency as a rare drop ala the same rate as ultimate enchantment stones in the newest dungeons might provide a little more satisfaction for levelling toons . or something like that. along with n versions of newer dungeons/raids to go along with the super difficult version. it's great adding value for end game players but the larger part of the population is not end game and they are and have been, effectively ignored for a couple years now. it really should be a priority.
IMO, every dungeon that comes out should have an advanced and normal version so people can learn the dungeon. The rewards get adjusted for the easier version. Lower seal rewards, no UES drops in lower versions of T9G, etc.
They offer the same content in several levels of difficulty. The players able to play at the higher difficulties receive a more substantial challenge as well as better rewards. The easier iterations are for players who, as you said are trying to learn the map or the dynamics of these unfamiliar encounters, as well as for players who simply want to follow the narrative or experience the content.
But the point is, everyone is able to follow the various story lines to their conclusion. That's something that's just not possible in Neverwinter. I think it's perfectly fair and reasonable to lock particular items and rewards behind IL, but not the narrative - I think that should be open to everyone in any game. It shouldn't take years of dedicated effort, or hundreds of dollars just to see what happens next.
