Cannot set Guild Hall as Contribution target

As the title states. I just got the mine finished and headed over to the sign next to the wizard that gives the Dragon Flight quest but when I go to select level four of the guild hall it doesn't do anything.

This has been a problem for a while. No one in my guild (including leaders) can sit the guild hall as target. Everything else can be set, just not the Guild Hall.

I had a thought on this as we had this issue a couple times, it would come and go. I wonder if setting the GH as target becomes bugged if the GH is the target when you click upgrade on the GH, such as the target is gone after clicking upgrade and then bugs it from being set as target again....I don't have a way to test this but maybe others do.

This is an on-going issue. I've forwarded other threads regarding the issue, but will forward this one as well. Out of curiosity, has there been any recent changes to your alliance? There is a theory that alliance changes cause the issue, but I have not verified that. I have also heard that leaving and rejoining your alliance fixes it, but I have not tested it.

I might be able to test that leave alliance thing in the not too distant future, if I remember to do it, I think we have 2 or 3 guilds in alliance with this issue.

I am having clan claim issues but Alliance hasn't reported issues, I could message them and see if it works for them.

It bugs frequently.

Things that have worked in the past: Have another person set target, use one of the other stronghold interfaces (Steward, guild menu, etc), try again after a server reset.

I was just able to reproduce this with the following steps:
1. building was the current target and ready to upgrade
2. Started the upgrade
3. changed target to another building during the upgrade timer
4. building finished upgrading with another building as the target
5. Now I can set any building as the target except the one that was upgraded

When this happens, for some reason, my other guild leader can still set the target but no other player can, even though they have rights. I will post more if I find someone that can set the target, if that is useful information. Also if I get a chance will see if I can leave alliance and come back to see if that fixes...no promises on that test though, it messes with the discounts.

Update on our target issue, we made no noticeable changes and after about 36 hour I could set the desired building to the target again...This did not coincide with maintenance but perhaps my SH instance timed out over night...I am not sure how that works exactly, I just assume it is a thing.

Raising it again!! Now its stuck not letting us set Barracks! We shouldnt have to leave alliances to fix this!! Cmon guys.. figure it out plz plz plz. ticket submitted also.
