Is it just me or is the daily VIP key for strongboxes useless? I'm sure it would be easy for cryptic to code it for low level rewards vs the keys one can buy from Zen store. I just never seem to get anything really good. What are your thoughts?
Open a box with the key. Seems to work. When you're done you have more than the value of the key. Whether or not what you get is of use to you or you wish to keep it is a totally different matter.

I just open one a day. Sometimes I get enchants, other times mounts, stronghold vouchers, artifacts, and so on. Most of the time, it's just enchants or something far less valuable than the rest. Whatever I get, it's always been worth more than the key itself. If you put a value on the VIP key, as though that is the only thing of worth to you from VIP, it would be 1/30th of the value of 30 days of VIP (40.118 Zen). Worth less if you buy VIP in a multi-month bundle or with a 15% off coupon. Take into account all the other perks you get from VIP, the VIP key would be worth quite less.
Whatever I get, I see it as an added bonus to all the other perks gained from VIP. As @greywynd suggests, I never open them with any other expectations than getting more than I currently have.
Yes the keys are the most valuable on their own not including the other minor bonus including the first time buyer chest - which includes a retrain token and I think an appearance token. Sadly no great gear for me at least has come from the lock boxes I have opened (2 epic items - mostly enchantment items/runestones everything else has been just rare items that are of little value or puts you where you get one of five items plus 1 of 6 other items just like gambling with a bad hand at blackjack and dealer always seems to get an ace as their first card).
There is an issue but due to certain reasons can't discuss.

The only item of value I have ever received from a loxbox was a lesser bonding stone. Everything else that has dropped has been worth much less than the key.

Maybe? But I think you missed my point. Are VIP keys coded to give out less than Zen bought keys?

A key is a key. You buy them or you get them with VIP, they all stack in the same slot.
