Epic Seals Quest won't complete

I got the quest from the NPC but after talking with the Phileas Gram my quest won't complete. I already cancel and reacquired the quest, but nothing.

Can someone help me?

M12 made significant changes to this vendor and the actual in-game NPC is probably a different ID than it used to be, so the quest currently points to an NPC that is no longer available. It'll have to be fixed.

I just hit this same issue with my alt. Just wondering if the testers that test the actual expansions and patches test it on a toon that is at 70 or did they actually fully test it from start to finish?
I ask this because until this new expansion and until the patches the game was running great. Now it just seems broken. Makes me wonder how many other quest can not be completed due to issues in the coding.
I also wonder why they did not seem to catch this issue before hand. Anyone would know that if you mess with 1 thing you must mess with another. They changed npc and did not think to change the quest npc to the new npc? More on this is why has this issue not yet been fixed?

Same issue, and Epic Adventuring isn't registering that EPic Seals is being picked up, meaning that quest can't progress either.
