I dropped one on CN, its account bound and I just have 2 questions:
1. Does this companion work like a Ioun stone ? (meaning, it cannot die)
2. It gives +dmg based on % of your power for every encounter skill that doesn't crit, so which class is the best for this type of companion ? coz I think TR wouldnt be bad since you crit only while on stealth.

You have to look for classes that primarily use encounters but with low crit chance. The active bonus is an acceptable damage supplement for DCs. Paladins had some multiprocs changed with it so I don't know if it's good for them anymore. Hellbringer SW can get use from it only because their Pillar of Power encounter can't crit and does proc the owlbear cub.
It's bad for TR because they use at-wills as a primary damage source and because TRs want to build enough crit that they can reliably crit out of stealth. Stealth makes sure your attacks will crit, but you do not ONLY crit as a TR when stealthed; that would suck.

It wasn't great.
I think the main problem is that we deal so much of our damage with Duelist flurry, we take it for granted. Remove it and our DPS suffers. Or, just looking at the numbers, each attack the Owlbear does an extra 35,000 damage. Even if we do that every second, our encounter powers, when critting, and DF put together does way more DPS, than that 35,000.
It might work with a Sabo build, but I didn't like it for executioner at all.
