You don't get a point for every level up. I've gone 10, my longest streak, without a point.

If you're under level 70 and not getting points when you level up, that would be a bug. After level 70, getting a point when you level up is a totally random thing.

It's another ploy to keep us playing the game longer. Once we max out our skills that's one less thing to do in neverwinter.

If you're over 70 you get a point randomly. I usually get 1 every 2 or 3 levels. I've already maxed out all the skills I use, so this doesn't bother me.

Closing this up as there is nothing broken here to fix. As others have stated, your overflow levels will randomly grant you a power point as part or in whole of your overflow level reward. They are not a guaranteed reward in every overflow level reward.
