Just had a purple Axe Beak drop from CN. Was account bound and gave only 2k Arp despite it initially having the "Legacy" qualifier (which disappeared once it dropped into my inventory).
Got an unbound green Skyblade Kobold from FBI... with no active bonus, lol. (available in zen store starting at blue quality, so I imagine they didn't bother coding up a green quality active bonus).
I got 2, count them 2 bound green greater belt of the seldarine BtA from MSVA. Yay.
Everything from Raids, Except for raid specific drops such as Tiamat orb, from Tiamat, or Valhalla set from MSVA are BoA. BUT there is still a chance you can get a BoA Tiamat Orb from Tiamat, and a BoA Demo Belt from Demo since they are part of the all end chest drop tables unlike the Valhalla set. Also seems everything dropped from FBI is BoE, so far.
This is not new loot but new binding mechanisms: Guildies have been getting both account bound and unbound shard of orcus's wand in CN and the +4/+5 rings now have a bound character version.
I have in the past, pre mod10.5, gotten a blue lantern, unbound from Caverns of Karrundax from the second boss. I don't typically burn a key on the chest at the end in the leveling dungeons, I did a couple though with no new rewards but I will keep an eye out.

They didn't take there time with dungeons specific items such as Orcus wand, like I said it can drop BoA in CN due to it being in the drop tables everywhere now, they didn't exclude the BoA from the dungeons it orginates from. Mind you I'd much prefer specific drops to be only obtained from that location, but thats just me. :P (demo belt from demo etc.) As for the rings, are you sure your guildies are not confusing you with the ostorain rings since they're character bound. As for you getting a starter artifact before the changes, as Ive said somewhere in here... idk where, eh ill just type it again. Starter artifacts were always a chance to drop from all dungeons they were just very very very rare to ever come acrossed. ^.^

Ive seen em come from both chests bound/un-bound, got an orcus shard from Greywolf un-bound while other still might get it bound from the same place. c:
