If u were BiS and everyone u played with/vs was BiS, what would be the real issues with PvP?

That's easier said than done. A lot of the problems in solo queue is that you have a few teammates who are undergeared and that causes enough momentum for a team to get kills and cap all the nodes and end the match in 5 minutes.
HIs question ignored the fact that due to refining it is extremely difficult to legit get full gear. Once everyone has full gear, then yes Boons are the next that need to be looked at.

In the case of BiS vs BiS, there are numerous imbalances and changes to the refining system don't effect it at all. Asking for progression to be easier doesn't help PvP.

It depends on what topic you are discussing. We should balance classes based on BIS vs BIS situations. However, we should balance PVP teams in solo queues based on gear since that affects it the most.

In PVE, BIS is a marker of the toons progress, yes. In PvP, not so much. If PvP had a working matchmaking system, BIS would not mean much... but that is not the case. It is not only possible, but very likely that BIS & non-BIS toons will be playing with & against each other. I for one DO care very much how difficult it is to get to BIS. So do many PvP players that post here. The non-BIS players are tired of being rolled over like peas under a steam roller. The BIS players are tired of being matched with an entire team that cannot even bring down ONE toon. If you don't think that BIS has an effect in PVP... you need to spend a week queueing in rank 7's & battlescarred gearz :P
I've been BiS since mod 7 on xb1 and since then I've made a fresh BiS TR on PS4. Its not an impossible task to acquire 2 Trans enchants, 1 Leg mount, 18 R12s and some armor kits. Add in 15 epic insignias and you're as good as anyone else at 4200, but that doesn't mean you have all the boons, guild boons, or power points to truly be the best you can be.
Also since you brought it up, non-BiS PvPers should be playing PvE until they can finish their BiS PvP set since there is no income from Qing dom, so they aren't improving their character. Its a separate part of PvP which has an impact on PvP, but it is in no way remedied by a healthier class balance or a better matchmaking because you still have to earn diamonds to get better until you cap out. Anything you do before capping out can always be blamed on inferior stats or enchants, but thats not the root of the problems in PvP. A lower itemlevel player will always struggle VS well equipped players and class balancing wont help that.

Is it impossible to grind out BIS? No. If you play 4 -6 hours per day, you might be able to do it in 6 - 9 months. Of course, if you have a job, or school, or friends & family you would like to spend time with... it takes longer. Lots longer, and saying it's available to everyone, doesn't make it right to exclude any player that hasn't gotten there yet. Any more than saying that anyone that isn't BIS should only play PVE. That might makes sense if you had to be lvl 70 to enter, but PvP unlocks at lvl 12. It might make sense if there was a minimum gear score, or even a minimum tenacity lvl to enter, but that isn't the case either. Under your restrictions only the top 5 - 10% could even qualify for entry into PvP. It should be obvious that that isn't whet the devs want.
