    I did this quest around launch. Then requirements didn't have skirmish listed at that time(though i did do it when it was available, and no acheevo either for it) and did not get it. I did all things in the zone.

    This title was bugged way back then but as far as I know has been fixed for a long time, except for the dungeon being currently unavailable. I thought the fix would retroactively credit people with the requirements fulfilled. Screen capture of your journal might help illustrate.
