Does recovery have any effect on encounter cooldowns?

    Yes, but it is little bit confusing - 100% recovery would not make recovery time to be 0 sec. It will increase "speed" of recovery so cool down time will be 50% of original time.

    you have over 1800 posts and are member of greycloaks and that is your question hmmmmmmmmm very strange indeed

    you can get a potion that adds +1000 or +1500 recovery as well

    what did you think recovery did all this time?

    @kalina311 Never spent much time on recovery. Had been hawking for crit in PVE and Arpen for PVP (until recently). Since the bonding buff, I' finally have some room to spare for stats I've never used.

    I've got a Tenser's and wanted to know if it was worth using the bonus when 2 of 3 encounters have cooldowns--or stick with a mount bonus for crit. You know how much to trust the wiki....(which says NOTHING about cooldowns).

    Thanks everyone for the answers to my question. I wanted to be sure--and official sources around here never are a sure thing!

    Well, if you have equipped the tensers already you can just check your cooldowns with it equipped and with it not equipped. And since tooltips can be bugged (any encounter that has charges) you just count in your head while it counts down. 4k recovery is enough to have a meaningful impact that is noticeable via counting
