The quest requires dispatching 5 specific Stronghold guards to defend Neverwinter. One near the northern entrance, up the stone ramp from the marketplace can not be interacted with even though the marker for the quest is there. The other four scattered around the castle are working, but the quest can not be completed.
Update: Using the command /interactIncludeVolume on the guard does work, or abandoning the quest until the other set of guards is chosen for the quest.
Guys, did u notice that one of the versions of this quest is bugged? One of the guards at position 2121 / 4314 have a yellow mark over his head but cant be interacted. Is this only for me?

Must be a coincidence; my halfling completed it fine, but my main elf dc was bugged. I dropped and tried again, it did not work and the one by the marketplace didn't even have the interact above his head the last time. Didn't realize until reading this thread that I should keep dropping and re-taking the quest.
I thought it was because before I found the quest guards, I had interacted with a couple of the guards that were not part of the quest (you know, the ones that you tell to stand up straight). This was also the first character I tried it on.

Totally irrelevant. Any character taking the quest has a 50% chance each time that they'll get the bad set, just like flipping a danged coin.
Edit: Because there's a workaround for the bug (drop and retake quest until you hit the good set), I actually feel it's less urgent than my initial assessment. It's annoying, but you can always complete the quest if you stubborn it out.

dropping the quest and taking it again till It hit the one that works isn't working lol. I have a couple toons now that I dropped it over 20 times and no joy
I also got it to work by accepting the quest. After I saw that it was bugged, I switched characters. By the time I switched over again, the quest was working. I don't know if that works for everybody, but give it a shot. Let me know if it works for you guys.

Nope, did not work for me, and abandoning and re-accepting also did not work (tried several times, always got the same one), only this did:
... the command /interactIncludeVolume on the guard...
Might is not always right - the powerful sometimes forget that.

I was able to get to work after 5x abandoning where it included the bugged guard. Gotta keep running right to that guard. If he's got a dialogue marker, delete the quest and ask again. ...yes, pain in the HAMSTER.

Why run to the bugged guard to see if he has a diamond over his head?
Just look to your left (when facing the Master of Coin): if that guard has the diamond, you're good to go. Otherwise abandon and re-take until that happens.
Note that it takes a second or two for the dialogue symbol to appear, so wait a few seconds before you abandon the quest.
