I am running a WK Executioner rogue. I am 69 and getting owned in chapter 4 of the maze engine quests. The lich boss beats me down in seconds, so I'm thinking of respeccing at 70. Any advice on how I should build for better solo survivability and damage?

I myself have my own build, i spent all feats in Executioner part and i am Master Infiltrator.
Surviving in solo questing and doing some lair quests alone was tough at lower levels, had to get help few times.
I am using First Strike and Master Infiltrator (Yellow skills), Smoke Bomb+Dazing Strike+Impossible to Catch(Encounters), Duelists Flurry+Clouds of Steel(At-Wills), Lurkers Assault+Bloodbath(Dailies).
I have used Tiamat's Orb of Majesty as primary artifact for questing when i was weaker bcs it helped me to keep mobs controlled longer, now i dont use it as primary tho bcs i dont need it anymore.
My usual rotation was Stealth>Dazing>Smoke>Duelists Flurry>ItC>Duelists Flurry>Tiamat artifact>Bloodbath>repeat.
That way mobs were either stunned or they couldnt hit me, but all that didnt work on targets which are immune to stuns and u have to roll a lot.
I have picked all options which increase damage, my healing is bad,i have no lifesteal, i have 0 regeneration so i was eating potions like insane, bought 1 part of Dusk set to help me with regeneration and going after Insignia mount bonus which heals when you crit.

By the way, could you suggest a good starting budget build for gear, artifacts, and companions using only the AH?
Good artifacts are DC sigil/Wheel of Elements(as primary), Lantern, CW sigil, Lostmauth horn, if you dont have CW sigil i suggest horn of Valhalla or TR sigil.
You need around 140 stacks or r5 enchants to get 4 artifacts to max Refine Points+4 feeder artifacts which u will use as refine material to lvl up main 4 artifacts. You can do the math on that depending on current r5 prices (dont pay more than 5k per stack), also i suggest to get them to Legendary max RP and dont upgrade to Mythic bcs Coals are too expensive and u get only low stats from that.
About gear, i use 2 parts of dragonflight head+arms, Dusk armor, Elemental Drowcraft boots(from black ice profession), you can use drowcraft armor if u dont have Dusk.
About companions, buy a Goat, its cheapest augment and probably best stats boost for now. Other companions, you can use fire+air+earth archons but focus on Goat first.
All those artifacts and gear are for a crit build. If you dont use crit then change it to fit your build.
Next question: What offense gems, defense gems, and utility gems do I need to slot? What's a good starting rank and what rank should I work up to?
I am MI Scoundrel, Dusk and Drow armor, rosegold medic rings, lostmouth set, mount bonus of 2k recovery, Trans negation, Twisted main and off, Trans Lightning, Sigil of the GWF, Sigil of the Trickster, LM Horn and Heart of the Black Dragon as my main art. Using Vicious enchants in both Off and Def. Went all STR and DEX.
What I focused on, and sacrificed damage for, was recovery and AP gain. My crit is about 50% and with the lightning if the primary strike crits, the arc to the next mob crits but I have never seen the 3rd mob/arc crit in this case. I deflect about 52% currently with a bit of room to go with my enchants and my life steal is around 15% before feats. My mount insignia bonuses replenish my HP on crit and life steel and soon to be deflect. I have to say, compared to my 4K all crit GWF, this guy is a blast to play.
And you don't have to tell me BiS, just give me some decent gear to make it through WoD.

About build, imo there are 2 more or less good variations for PvE, both exe, one is more burst oriented using shadowborn, something like that (did it fast for example, may have missed something):

(at BiS levels of power grim pleasure is a bit better, at lower flashing blades is better, action advantage or lucky skirmisher are both meh but need to put points somewhere)
With a rotation that uses the big enocunters from stealth to use said shadowburn (both with invisible infiltrator):
Stealth->dazing->lurkers/whilrwind->stealth->smoke,lashing->DF
Or
Stealth->lashing->lurkers->stealth->dazing/WR->DF->DF->stealth->DF (crit bleed)
Another variation is to use back alley tactics instead of shadowborn to get more sustained and less burst, something like:

In this case you are better to use in rotation DF->stealth(on last part of DF but so the stealth remains after DF finishes)->dazing/lashing/smoke->lurkers/whirlwind->repeat.
The reason for the rotation change is that shadowborn procs on bleed, and you dont want it to do it but on a big encounter instead. So in the first rotation we do the ecnounters first and then start to stack bleed.
In the second variation we dont have that limitation so we can stack the bleed earlier, the downside is that SoD will be later and it more suites bug HP bosses and not trash because of this delay in burst.
Also there are other rotations like stealth->BF->lurker->stealth->BF,BF,BF,BF.... (with TC4)
or you can go sabo... but it's very different.

If your stats or ilvl is low and having trouble surviving then I'd recommend u to take 15 points of your feat points into scoundrel while u upgrade your tr.
also if u plan to stay on wk make sure to slot advantageous position and use artifact offhand feat to give u that 20% dmg resistance to melee attacks.
*just a tip. if u combine courage breaker, vengeance pursuit and disheartening strike to a strong mob it reduces there dmg quite significantly.
Now which should I run as my off at-will? CoS or Disheartening Strike?
Sabo= 30 points sab+10points exe
Scoundrel = 30 points scoundrel+10 points sab
Executioner= 25 points exe+ 15 points sabo
Dalies
Whirlwind for trash, lurkers for trash or boss with no dots, courage breaker for hdps mobs/bosses, bloodbath for lostmauth.
Passive feat advantageous position and whatever u like.
In pve it's either duelist+disheartening or cos+disheartening.
As DF makes up 46% of my damage, I'm keeping it
CoS is uselessin PvE, imo. For both paragons. Sly has utility for MI, for trash that has lower health than DF lock.
Also, it's a bit strange, you mostly should pick encounters / powers (rotation) that synergies with your paragon and feats, not the other way.
It sounds like you are going lighting, scoundrel wk, a fair warning, it's dps on bosses is not close to sabo or exe.
And after my respec, my encounters will be SB, DS, and LB.

That didn't post correctly. The only thing with 4 points is Duelist's Flurry and there should be 3 points in Blade Flurry.
My class features are First Strike and Tactics. My encounters are Smoke Bomb, Lashing Blade, and Dazing Strike. My dailies are Whirlwind of Blades and Bloodbath. And my at-wills are Duelist's Flurry and Disheartening Strike.
Doing better in Fiery Pit so far. Last time, it destroyed me, but this time, I'm only having minor trouble.
