I am not sure of the entire scope of this bug and how much it is effecting, or if it is a bug at all, but it appears that abilities are dealing less damage, at least in CN, then they are supposed to. Examples:
Elven Ferocity (supposed to have a base damage of 20k):
Shadowtouched (each proc is supposed to hit for a base damage of 5k):
Burning Guidance (each hit is supposed to have a base damage of 2k):
Notice the base damage in ALL cases is 25% less, that means you are in effect dealing 25% less damage across the board, at least in CN. This does not show up in effectiveness, it is the base damage of the ability that is being reduced. Furthermore, in addition to this, there are weird effects causing your abilities to spike in effectiveness, causing you damage to drop dramatically in some circumstances. It is not due to bonding stones, we tested without those with just our base arp which doesn't change, there is something weird going on here.

A little testing suggests it's probably the damage reduction of level 73 mobs. Level 73 mobs take 25% less damage from all attacks.
