artifact weapons changing to character bound

I was told via support to talk about my issue as it may me an unknown bug.

My drowned shore artifact weapons were account bound on my TR as I passed them along to all my alts to use up resonance stones on them. I refined it to epic as well as my off-hand.
I did transmute my main hand and noticed that now it is character bound.

A friend transmuted both of his weapons on his HR and his main hand has changed to character bound as well but not his off-hand.

this needs to get fixed

If you use a character-bound skin to transmute an item, the base item will also end up bound to character (For example: Sinister items bind, Nightmare items do not.)

Cryptic devs are aware this is an issue, but the most they're likely to do is try to implement warnings. They're not interested in changing binding behavior to be more forgiving.
