What do I need to do?

I have been trying to PvP for a long time now and I have hit a wall. It seems that even though I have better gear than I used to, I am still getting 1-2 shot and stun-chain killed just as much as when I had no gear. I think I must be set up wrong but can't find any information on what to do.
I play a righteous cleric. I have tenacity gear rating 130-137 for the 4 main slots (head chest boots etc). On the right side I do not have pvp gear, but I have 135-140 rated pve gear with no tenacity. I did that because it seems that from the pvp vendors I can only get blue level tenacity gear at much lower item level.

My total ilvl is about 2100. My runestones are average r7.

My questions are:

1. Should I get lower rated tenacity gear to replace my higher rated non-tenacity rings, belt, neck, etc?
2. Will that even make a difference? Is tenacity so great that it is worth it giving up 220 armor penetration to get 100 tenacity?
3. Even if I stack up all lionsmane gear, I can't see my ilvl getting much higher, so how is it that people are reaching ilvl of 3K-5K? How are folks getting 15K power?
4. Anything I'm not thinking of?

Assume that I have heard all the answers along the lines of 'you should be playing TR/GF/OP/CW, that is what you are doing wrong. Given the assumption of staying with the dps cleric, how can I improve my situation? Its so discouraging to unload all my burst on someone and watch their life either 1. not go down at all or 2. go down just a tiny bit. Followed by them turning on me and stunlocking me then killing me in 1-2 hits.

    you cant do nothing, like majority of players around. its not only about tenacity, but about various items around, so your only way is start playing pve and get stronger over time. Pvp is just bis people premades playground

    btw many clerics are not righteous anymore, ask them what to do

    2.1 iL is like paper to anyone, even with 2k Tenacity.

    My suggestion to you is figure out how to play in a way that will not get you killed every 5 seconds. I have been PvPing with my TR since I was around your iL, so I know what you re going through. The funny thing is that I was coming up through the ranks with some of the baddest dudes in PvP... but now I seem to be on par with them.

    The key to playing around in PvP is to run away when you are out-gunned... if you can. I still do it to this day.

    When you do end up getting your gear ranked up there... you will not only be more skilled than someone who has always been at the top you will also be able to beat those players with your skill. They grew accustomed to certain things being true...​​

    No I do not think that ALL BiS are P2W. I gave up on that thinking since I know the truth is far from that. If you read what was written you will see that I was talking about something different.

    I was talking about some of the players and characters that I have been in matches with since I was a very low iL. Many of them joined PvP guilds and geared up faster than others.

    That 600 Tenacity is a huge difference. Remember, I played with 2k Tenacity for a long time... when I was under 2.5k iL. I was killed a lot... until I adopted my own playing style. Now I am 3.5k with the same 2k Tenacity... and there is a big difference. Granted my build is much different than anyone else's... and I attribute a lot of that to my build.​​

    So if I read this right, I would be better off exchanging my 130-140 pve gear on the right side (neck, belt, rings) for pvp gear from the vendor (which is 90-105'ish if I remember right) because it would be better to have more tenacity than it would be to have a bit more crit/armor pen, etc.? Is that right? I do have a lot of glory saved up so I guess I could go fill those slots out with pvp gear and see adding all that tenacity makes a difference, even though my ilvl might drop a little bit. And then just go from there. Does that sound like the right approach?

    with tenacity your defence will be better but dont expect to be competitive. even almost bis people can one shotting each other. use pvp gear for pvp and pve gear for pve

    just wear the rings from the pvp campaign (both of them as together they give you 650 tenacity ) and you ll be alright for now

    We need to clarify a bit of things.
    Tenacity was introduced to avoid one shots and it overall does its job right.
    There is nothing like enough tenacity when gearing up.
    2.1k ilvl is definitely low and while tenacity really helps you regardless your ilvl is not going to save you from sure death.

    Even being a 4k ilvl player you still should expect to be 2 shotted pretty much often.
    While this might not happen frequently to a gf/paladin and to a certain extend to gwf, hr are bound to be 2 shotted by everything able to touch you. There is no place for errors while playing a hunter ranger. Same goes for dcs, without astral up a wild gwf or gf are able and will kill you a couple of strong hits.
    Sad isnt it? Tenacity is a flawed concept but i wouldnt be able to suggest something different.
    Some classes have just too much damage that you can have all defenses you want but they are going to strike you hard regardless

    Well, I got one of the lionsmane rings. My tenacity is now 2.4K with an ilvl of 2.1K. Still having trouble getting that to rise very quickly. Not noticing too much difference yet. Have done 5 matches in a row, all defeats, all getting chain stunned until I die and doing little to no damage against foes. There must be a better way to get champion coins than to hope that I happen to land on the team with the overpowered folk (that seems to happen about 10% of the time)

    Its discouraging how many matches quickly end with one team being obviously OP, and then everyone stops fighting, the losing team gets to capture a couple nodes to get some points to get rewards, and then everyone just sits down and waits for the end. This can't be what the devs want.

    You need transcendent feytouched and negation and the eLOL set right now, and then once you finally grind or spend enough to get them there will be an update that renders them near useless and breaks some other items and makes them OP. You'll also need to acquire tens of millions of refining points to get all your artifacts teal and your other stuff to gold, and you'll need to join a big guild full of people you don't know for the SH boons and buy an axe beak, and for all that effort you will still be rewarded with the same matchmaking that results in most matches being over before they even start.

    Honestly, I would suggest for you to focus on your survivability rather than on your dps. Change your build towards being more tanky, and you'll survive longer. You said you were a dps DC, so I assume your survivability goes down compared to healing DCs. As a person who mains an HR, I would get wrecked frequently even with 3.3k il, until I decided to go more survivabilty and now I'm tankier than some BiS GFs.
    To answer your question... yes. Go tenacity! Stack tenacity and defence (not sure if that's what helps DCs?).

    Go AC Faithfull and look up for the DC section/builds
    Get AS much tenacity as possible, get in a guild to get that SH boons

    This, basically. I strongly suggest to anyone who is not both geared and experienced, to leave PvP alone.
    It's time to make it die for real. When only a handful of BiS guys and premades will be left playing with their d*cks while enjoying a 1 hour queue, then may be the devs will rework it and make it enjoyable.

    Right now it's not just bis people premades playground. It's also the playground of geared trolls.

    Make it die so it can be rebuilt from the ground up.

    Its sad but true, anything under 3k ilvl is like paper for most of the geared players, when you are at 3k ilvl you would start to be able to perform slightly better, at 3.5k you will be able to perform from well to very well (depends on your skill/experience and knowledge on knowing how to counter other class) at 4k ilvl with skill and experience, you will be able to beat most of the ppl at your gear level and mayhaps become one of the monsters people talk about :)

    so long story short, if you are under 3k ilvl, then try to help CAP a node and STAY ALIVE instead of focusing on killing things, you will help the team better just surviving and defending/capping nodes :)

    An update on my slow grind through pvp. I now have 2 Lionsmane rings. That has raised my tenacity from about 2K to almost 3K. While not a huge difference, I would say that adding that tenacity has improved things marginally. I would say I've moved from the 5th percentile to maybe the 10-15th percentile. I notice now that there are some players who must have much less tenacity that I am decently competitive enough with, but the vast majority still overpower me in no time.

    In fact I came up against a DC who killed me in one shot with her angel guardian daily power.

    I have enough champion tokens to get the Lionsmane belt and necklace, which will give another almost 1K tenacity. At that point, I will have full Lionsmane on the right side and full Grim/Burning on the left side.

    I think at this point my largest hurdle is to get my item level up. It is still languishing at just a bit over 2.1K. Given a large part of my gear will soon be 140 or 130/135, I think the main boosts to ilvl will be through upgrading runestones, enhancements, and artifacts, which will be slow slog (upgraded a runestone recently and noted that ilvl only went up 10 points).

    My hope is to eventually get all Lionsmane gear, but the left hand side armor takes a lot of champion tokens and those are REALLY hard to come by. I would say that for every match that I am put on the "overpowering' team, I have about 6-7 that I am put on the "overpowered" team.

    Okay, got Lionsmane necklace which puts me at 3.1K tenacity. Just need 6K guild marks and I can get the Lionsmane belt. But would it be better to keep my artifact belt that gives +2 STR and give up the 490 tenacity from the belt?

    The most key thing when you have low ilvl is the weapon & armor enchant, they will give you better mitigation than any artifact or enchant (look into feytouched, negation or elven, i'd go with elven tbh).

    Next thing, stack recovery, since youre squishy with low ilvl but your dailies and encounters can make you godmode you will spam them more often.

    When you get bigger budget you will want to focus on defense artifacts and stack more power for better heals, but for now focus on yourself pvp.

    I don't know if I can keep this up. I am trying to build up feytouched and elven battle. But it is hard to continue to queue and know that you will be 1-2 shot even though tenacity is approaching 4K. Its still going to be a bit before I can get those up to high level enchantments. My runes will have to sit at R7 for even longer. I have upgraded my lantern artifact to purple and have a blue artifact belt that gives +2 str.

    But now I hear that soon mounts will also give 2K-4K stats, which means I now need to include grinding for an epic mount into the calculation, because we all know that within 30 min all BiS folk will have their BiS mounts. Not sure if this is worth it.

    By the way, what do I spend glory on? Yes I know that you can get the Burning set, but it seems the Lionsmane is better than Burning and you get Lionsmane with guild marks. I have Lionsmane or Grim/Burning already in every slot, and I am NOT going to spend Seals of Triumph on Burning gear because I need those for Lionsmane gear. But is there something else to spend glory on? The only thing I can think of is pvp potions.

    i am DC with 2.9 GS and I am suprised i dont die by jumping of the ramp now.

    PVP is for few guild's and your chance of winning is only if one of those PVP players join your team (happen sometime)

    PVE is not so challenging so probably you can go ahead focus only on PVP equip/build.
    but there is some threshold that even 5 ppl can't scratch a high level PVP player now, so don't expect to survive or do kills in the near future
